Minutes Public Hearing April 13, 2000

Call to Order

A public hearing of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, April 13, 2000 and was called to order at 10:00 a.m. by President Vear.

Roll Call

Present were:

President Vear, Vice President Field, and Commissioner Skiver.

Absent was:

Commissioners Doty and Fowler.

Also present was:

Executive Director Alton Cousino, Maintenance Supervisor Paul Piper, and the following Hilltop Apartments residents: George Cornish (314), Wilma Ely (102), Zelphie Gray (107), Mary Throop (313), Connie Peters (210), Wilma Hyatt (215), Ella Asaro (311), Jill Slocum (104), Joyce Johnson (402), Hilda Sager (105), Betty Blair (205), Helen Pickell (315), Theresa Geren (407), Erma Spade (215), Bernadine Laser (103), Amy Wright (302), Eula Robinson (213), Ruth Adams (413), and Willard McGill (101).

QHWRA Policies

Facilities Use Policy

Vice president Field, supported by Commissioner Skiver, moved to adopt the draft Facilities Use Policy as presented. Director Cousino reported receipt of a petition from Hilltop Apartments residents, urging that this policy not be adopted. Roll call vote: Field, no; Skiver, no; Vear, no. The motion failed.

Admissions and Continued Occupancy Policies

Director Cousino reported that the draft Admissions and Continued Occupancy Policies had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Admissions and Continued Occupancy Policies as presented. The motion carried unanimously.

Public Housing Lease

Director Cousino reported that the draft Public Housing Lease had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed Lease and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Public Housing Lease as presented. The motion carried unanimously.

Public Housing Grievance Procedure

Director Cousino reported that the draft Public Housing Grievance Procedure had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Public Housing Grievance Procedure as presented. The motion carried unanimously.

Request for a Reasonable Accommodation Policy

Director Cousino reported that the draft Request for a Reasonable Accommodations Policy had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Vice president Field, supported by Commissioner Skiver, moved to adopt the draft Request for a Reasonable Accommodation Policy as presented. The motion carried unanimously.

Hilltop Apartments Resident Handbook

Director Cousino reported that the draft Hilltop Apartments Resident Handbook had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed handbook and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Hilltop Apartments Resident Handbook as presented. The motion carried unanimously.

Equal Housing Opportunity Policy

Director Cousino reported that the draft Equal Housing Opportunity Policy had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Vice president Field, supported by Commissioner Skiver, moved to adopt the draft Equal Housing Opportunity Policy as presented. The motion carried unanimously.

Pest Control Policy

Director Cousino reported that the draft Pest Control Policy had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Pest Control Policy as presented. The motion carried unanimously.

Criminal, Drug Treatment, and Registered Sex Offender Classification Records Management Policy

Director Cousino reported that the draft Criminal, Drug Treatment, and Registered Sex Offender Classification Records Management Policy had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Vice president Field, supported by Commissioner Skiver, moved to adopt the draft Criminal, Drug Treatment, and Registered Sex Offender Classification Records Management Policy as presented. The motion carried unanimously.

Pet Policy

Director Cousino reported that the draft Pet Policy had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft Pet Policy as presented. The motion carried unanimously.

PHA Plans

5-Year and Annual Plans

Director Cousino reported that the draft 5-Year and 1-Year PHA Plans had been posted for more than forty-five days, and all residents of Hilltop Apartments had received notice that the draft was available. Director Cousino briefly discussed the proposed policy and President Vear solicited resident comments. Commissioner Skiver, supported by Vice president Field, moved to adopt the draft 5-Year and 1-Year PHA Plans as presented. The motion carried unanimously.

Adjournment

Commissioner Skiver moved to adjourn. The motion was supported by Vice president Field, and carried unanimously. The meeting adjourned at 10:33 a.m.
