Minutes - Regular Meeting December 07, 2000Commissioner Fowler, supported by Commissioner Skiver, moved to approve the minutes of the regular meeting held December 07, 2000 as submitted. The motion carried unanimously. Report of MaintenanceUnit TurnoverMaintenance Supervisor Paul Piper presented a report on unit turnover times at Hilltop Apartments LandscapingMr. Piper reported receipt of a letter from Executive Green Landscaping, guaranteeing the installation of the remainder of contracted landscaping materials at Hilltop Apartments during the next planting season. In-House Antenna SystemMr. Piper reported that Frank Electronics completed repairs on the antenna system at Hilltop Apartments and noted that the Community Room television circuit had not been included in the repairs. Pay PhoneMr. Piper reported the purchase and receipt of a pay telephone for the lobby of Hilltop Apartments and stated his intention to install the phone in the vestibule in the near future. Door LocksetsMr. Piper presented his opinion that apartment door locks at Hilltop Apartments appear to be functioning properly. However, Mr. Piper stated his intention to continue researching the replacement of apartment door locks. Accounts Payable Report/BillsBills in the amount of $18,256.17 were presented for payment. Commissioner Fowler, supported by Commissioner Skiver, moved to accept the Accounts Payable Report and pay the bills as presented. The motion carried unanimously. QHWRAOptional Income DeductionsExecutive Director Alton Cousino provided each Commissioner with a draft revision of the Commissions existing Admissions and Continued Occupancy Policies. The draft revision included changes which would incorporate recent changes in federal law which would allow optional income deductions for working families at Hilltop Apartments. Mr. Cousino recommended modifying the submitted draft policy to limit the maximum amount of income deductions for child support payments to the existing income deduction amount allowed for families with children in residence. Commissioner Fowler, supported by Commissioner Skiver, moved to post the draft policy with the recommended change for public comment. The motion carried unanimously. CFP Progress ReportCFP 2000 ReportDirector Cousino stated that Capital Fund Program funds had been approved and stated that he intended to submit an operating budget to HUD in the near future. Unfinished BusinessPet Deposit/Non-refundable FeeDirector Cousino provided each Commissioner with a copy of a change to the Commissions existing Pet Policy, in response to the Commissions attorneys written recommendations. Mr. Cousino reported that the changes included abolishment of the $300 pet deposit, establishment of a one-time nominal fee for pet owners, and abolishment of fines for noncompliance with the Pet Policy. Commissioner Fowler, supported by Commissioner Skiver, moved to post the Pet Policy for public comment for thirty days. The motion carried unanimously. Staff Wage Rates/SalariesNo action occurred on this item. Director Cousino reported that a wage rate survey was currently in analysis and would be presented to the Commission upon completion. Hilltop Apartments Resident AssociationDirector Cousino reported that a meeting had been held with the Residents of Hilltop Apartments in an effort to re-establish a Residents Association. He stated his opinion that the Associations by laws were too restrictive and stated that he intended to research by-laws at other PHAs in the near future. Hilltop Apartments Alarms MonitorNo action occurred on this item. Director Cousino reported that no alarms monitor had been hired. Mr. Cousino stated that he would continue the search for a monitor at Hilltop Apartments. New BusinessResolution 2001-11, Allowing Access to Apartments by Emergency PersonnelCommissioner Fowler, supported by Commissioner Skiver, moved to adopt Resolution 2001-11, allowing access to apartments by emergency personnel, as presented.
