Minutes - Special Meeting March 22, 2001

Call to Order

A special meeting of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, March 22, 2001 and was called to order at 12:20 p.m. by President Vear.

Roll Call

Present were:

President Vear, Vice president Field, Commissioners Fowler and Doty.

Absent were:

Commissioner Skiver.

Also present were:

Executive Director Alton Cousino, Maintenance Supervisor Paul Piper, Secretary Vickie VanVlerah, Housekeeper Luanne Lehman, and the following Hilltop Apartments residents: Renda Hicks (111) and Gerald St. Peter (210). 

Hilltop Apartments Fire Drill

Executive Director Cousino stated his intention to schedule a fire drill at Hilltop Apartments in May 2001, and requested Commission approval to request involvement from the City of Hillsdale Fire Department for participation in the drill.  Following discussion, Commissioners agreed to extend an invitation to the Hillsdale Fire Department for participation and possible training during the drill. 

Hilltop Apartments Alarms Monitor

Director Cousino reported that a survey regarding the alarms monitor at Hilltop Apartments had been circulated to all residents.  Mr. Cousino reported that the results of the survey indicated that residents were satisfied with the current system of after-hours emergency responses.  Following discussion, Commissioners agreed to discontinue the search for a resident of Hilltop Apartments to serve as the Hilltop Apartments alarms monitor, if Maintenance Supervisor Paul Piper and Housekeeper Luann Lehman agreed to remain on on-call status.  Commissioners further requested the distribution of a memo to all Hilltop Apartments residents, explaining the results of the survey and detailing the after-hours emergency process.

Staff Wage Rates/Salaries

2000 Michigan Housing Commission Wage Rate Study

Discussion ensued regarding the recently completed 2000 Michigan Housing Commission Wage Rate Study, recently completed by Hillsdale Housing Commission staff, and distributed during a previous meeting.  Director Cousino noted the major discrepancies between the median salaries listed in the report and the Commissions current salary schedule for the Maintenance Supervisor and Executive Director.  Mr. Cousino recommended increasing the salaries for both positions to the median salaries listed in the report.  President Vear reported that she had discussed the results of the Study individually with Commission members.

Executive Director

Ms. Vear recommended increasing the Executive Directors annual salary from $29,720.60 to $33,750.00, effective March 26, 2001, and increasing the Directors weekly hours from 35 to 40.  Ms. Vear stated that the Directors increased salary included the consideration of additional support staff.  Ms. Vear further recommended that the Executive Director receive a one-time $1,500.00 bonus with the next payroll.

Maintenance Supervisor

Ms. Vear recommended increasing the Maintenance Supervisors hourly rate from $13.04 to $14.42, effective March 26, 2001, and recommended that the Maintenance Supervisor receive a one-time $2,500 bonus with the next payroll.

Housekeeper

Ms. Vear recommended increasing the Housekeepers hourly rate from $7.25 to $8.50 and increasing the Housekeepers hours from 30 per week to 35, both effective March 26, 2001.

Secretary

Ms. Vear recommended increasing the Secretarys scheduled weekly hours from 25 to 30 per week, effective March 26, 2001.  Ms Vear further recommended that the Secretary be eligible to receive benefits described in the Commissions Personnel Policy.  Ms. Vear recommended that Director Cousino allocate a portion of the Secretarys increased hours to the production of a monthly newsletter for Hilltop Apartments, which would include the scheduling of activities, crafts, and/or special programs twice per month for residents of Hilltop Apartments.

On-Call Wages

Ms. Vear recommended that the daily wage for on-call personnel be increased from $5.23 to $8.50, effective March 26, 2001.

CFP Grant Allocation for Increased Salaries & Hours

Ms. Vear recommended that Capital Fund Program 2000 capital be expended to cover the cost of these increases.

Vice president Field, supported by Commissioner Doty, moved to accept the new wages, hours and benefits as recommended. The motion carried unanimously.  

A discussion followed regarding amending the annual plan to spend the remaining balance of the CFP 2000 Grant.

Vice President Field, supported by Commissioner Doty, moved to adjourn at 1:05 P.M. The motion carried unanimously
