Minutes - Regular Meeting August 03 2000Vice president Field, supported by Commissioner Doty, moved to approve the minutes of the regular meeting held on August 03 2000 as presented. The motion carried unanimously. Report of MaintenanceUnit TurnoversMaintenance Supervisor Paul Piper presented a report on unit turnover times at Hilltop Apartments. Drywall ContractorMr. Piper reported continuing difficulty locating a contractor to perform drywall repairs necessitated by annual inspections at Hilltop Apartments. Fencing RepairsMr. Piper reported that warranty fencing repair work had occurred on the recently installed fence at Hilltop Apartments. Mr. Piper further reported that vandals had recently damaged the fence and that he would communicate with the fencing contractor to request suggestions to avoid additional vandalism damage. Accounts Payable Report/BillsBills in the amount of $47,646.98 were presented for payment. Commissioner Doty, supported by Commissioner Fowler, moved to accept the Accounts Payable Report and pay the bills as presented. The motion carried unanimously. Commissioners requested that Executive Director Alton Cousino discontinue sending a draft Accounts Payable Report with monthly meeting packets. Commissioners further requested that the Statement of Operations and Expense report only be distributed following fiscal quarter ends instead of monthly. Commissioners also presented an inquiry regarding why the Commissions fee accountant did not separate travel and training expenses on Commission budgets and expenses. Visitors with Commission BusinessWindow WashingHilltop Apartments resident Ella Asaro (311) stated her opinion that most Hilltop Apartments residents wished to have their exterior windows washed. Following discussion, Maintenance Supervisor Paul Piper agreed to research whether window washing contractors were available in the Hilltop Apartments area. Director Cousino stated that he would distribute a resident survey in an attempt to determine resident interest on this item. Building SecurityJoy Pauley (309) reported that a Hilltop Apartments resident was buzzing unauthorized persons into the Hilltop Apartments building. Mr. Cousino responded that the intercom system currently in place at Hilltop Apartments did not allow monitoring, but stated that research was underway for replacement of the current intercom system. QHWRAFY 2000 REAC PHAS Financial Indicator SubmissionExecutive Director Alton Cousino distributed photocopies of the Commissions FY 2000 REAC PHAS Financial Indicator submission, prepared by the Commissions fee accountant. FY 2000 REAC TASS ScoreMr. Cousino distributed photocopies of the Commissions FY 2000 REAC Tenant Assessment System score. Mr. Cousino stated that the report indicated high overall resident satisfaction, but stated that a below-average score on the Security component of the TASS would require action in the next Annual Plan. City of Hillsdale CorrespondenceMr. Cousino distributed photocopies of a letter sent to City of Hillsdale City Manager Tim Vagle regarding the new Public Housing Assessment System. PHAS Physical Inspection ScoreDirector Cousino distributed photocopies of the Commissions FY 2000 Physical Inspection score. Director Cousino reported that the overall score was 95%, but that some problems would need to be addressed in the near future. Mr. Cousino recommended that the Commission expend a portion of an upcoming Capital Fund Program (CFP) grant to replace all bathroom and bedroom doors at Hilltop Apartments, since the inspector noted that many would not close. Mr. Cousino also reported that the inspector noted missing circuit breaker covers in the trash rooms on some floors, and reported that Maintenance Supervisor Paul Piper corrected this problem while the inspector was still on the property. Resolution #HHC 2001-10Commissioner Fowler, supported by Commissioner Doty, moved to adopt Resolution #HHC 2001-10, Disposition of Office Furniture. The motion carried unanimously. CIAP/CFP Progress ReportCIAP 98Funds Fully ExpendedDirector Cousino reported that all funds had been fully expended under the Commissions FY 1998 CIAP grant, and stated that HUD had approved the final Actual Modernization Cost Certificate for this grant. CIAP 99Electrical WorkMr. Piper reported that the electrical work contracted under the Commissions FY 1999 CIAP grant was nearly complete. Irrigation SystemMr. Piper reported that the irrigation system installation contracted under the Commissions FY 1999 CIAP grant was complete and the system appeared to be functioning normally. LandscapingMr. Piper reported that warranty landscaping work contracted under the Commissions FY 1999 CIAP grant was currently ongoing. CFP 2000Director Cousino reported that new office furniture had been installed, under the Commissions FY 2000 Capital Fund grant program. Unfinished BusinessPet Deposit/Non-refundable feeNo action occurred on this item. Director Cousino reported that the Commissions attorney was still researching this item. Resolution #HHC 2001-08Vice president Field, supported by Commissioner Fowler, moved to adopt Resolution #HHC 2001-08, adopting the Acceptable Computer Use Policies. The motion carried unanimously. Staff Wage Rates/SalariesDirector Cousino provided each Commissioner with a copy of the Commissions current schedule of wage rates and salaries. Commissioners requested additional information. Director Cousino stated that he would attempt to acquire NAHROs compensation survey in the near future. Discussion also occurred regarding pay for on-call employees. Director Cousino stated that he would research this item and present a report at a later date. New BusinessResolution #HHC 2001-09Vice president Field, supported by Commissioner Fowler, moved to adopt Resolution #HHC 2001-09, amending the Hilltop Apartments Dwelling Lease with data required by the Commissions recently adopted Deceased Tenant Policy.
