Minutes - Regular Meeting October 05, 2000

Call to Order

The regular monthly meeting of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, October 05 2000 and was called to order at 12:00 p.m. by Commissioner Fowler.

Roll Call

Present were:

Commissioners Doty, Skiver and Fowler.

Absent were:

President Vear and Vice president Field, excused.

Also present were:

Executive Director Alton Cousino, Maintenance Supervisor Paul Piper, Monitor Bernadine Laser, and the following Hilltop Apartments residents: Jill Slocum (104), Ella Asaro (311), Archie Hicks (111), and Betty Blair (205).

Minutes - Regular Meeting September 07 2000

Commissioner Skiver, supported by Commissioner Doty, moved to accept the minutes of the regular meeting held September 07 2000 as presented.  The motion carried unanimously.

Report of Maintenance

Unit Turnover

Maintenance Supervisor Paul Piper presented a report on unit turnover times at Hilltop Apartments

Drywall Repairs

Mr. Piper reported that no action had occurred on this item.

Fence Repairs

Mr. Piper reported that repairs to damages to the recently installed fence at Hilltop Apartments were scheduled to occur in the near future.

Irrigation System Winterization

Mr. Piper reported that winterization of the recently installed irrigation system at Hilltop Apartments would occur in the near future.  Mr. Piper reported that the irrigation contractor quoted a price of approximately $100 for this service.

Intercom System

Mr. Piper reported that this item was currently being researched.

Accounts Payable Report/Bills

Bills in the amount of $18,164.88 were presented for payment.  Maintenance Supervisor Paul Piper recommended that the Accounts Payable Report be corrected to indicate that check number 10035 should have been listed as for repairs to apartment number 109, not 112 as listed on the report.  Commissioner Doty, supported by Commissioner Skiver, moved to accept the Accounts Payable Report and pay the bills as corrected.  The motion carried unanimously.

Window Washing

Hilltop Apartments resident Ella Asaro (311) thanked Commissioners and staff for scheduling the washing of windows in apartments, and stated her opinion that the price for this service was fair..

QHWRA

Director Cousino presented a report on items learned about QHWRA during recent conferences.

CIAP Progress Report

CIAP 98

Executive Director Alton Cousino reported that closeout documents had been accepted by the Detroit office of HUD, finalizing the CIAP 98 grant.

CIAP 99

Mr. Cousino reported that all work had been completed under the Commissions FY 1999 CIAP grant, and stated that he anticipated final release of funds in the near future.

CFP 2000

Mr. Cousino reported that no action had occurred on this item.

Unfinished Business

Pet Deposit/Non-refundable Fee

No action occurred on this item.  Mr. Cousino reported that he was scheduled to meet with the Commissions attorney regarding this item in the near future.

Resident Request Exterior Window Washing

Maintenance Supervisor Paul Piper reported that a survey had been distributed to determine resident interest for window washing.  After compiling the results of the survey, Hilltop Apartments Housekeeper Candida Piper agreed to perform window washing services on her own time.  Mr. Piper reported that he was unable to find a local contractor to perform these services. 

Staff Wage Rates/Salaries

Director Cousino stated that he would distribute a wage rate survey to other housing commissions in an attempt to determine whether current staff wage rates were competitive.  Mr. Cousino stated that he would provide the results of this survey upon completion.

New Business

Maintenance Supervisor Annual Salary Increase

Director Cousino reported that Maintenance Supervisor Paul Piper would complete his seventh year of service on October 31 2000.  Mr. Cousino recommended that Mr. Pipers hourly wages be increased by 03%, the maximum amount budgeted.  Following discussion, Commissioner Doty, supported by Commissioner Skiver, moved to increase Maintenance Supervisor Paul Pipers salary 03%, from $12.66 to $13.44, effective November 01 2000.  The motion carried unanimously.

Adjournment

Commissioner Doty, supported by Commissioner Skiver, moved to adjourn.  The motion carried unanimously and the meeting adjourned at 12:38 p.m.
