Minutes - May 06, 2004 Call to OrderThe regular monthly meeting of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, May 06, 2004, and was called to order at 12:08 p.m. by President Doty. Roll Call
Additions to AgendaThere were no additions to the agenda. Minutes - Regular Meeting April 01, 2004Mr. Cousino explained that, due to time constraints, the minutes of the previous meeting held on April 01, 2004, were unavailable. Mr. Cousino and Ms. Loren stated their intention to present the minutes of the April 01 regular meeting at the next regularly scheduled monthly meeting. Residents and Visitors with Commission BusinessWindow WashingMarlene Donihue (203) presented an inquiry as to whether maintenance staff would perform exterior window washing this year. Maintenance Supervisor Piper stated that window washing would be scheduled, time permitting, in the near future. Tree DonationBetty Blair (205) reported that two trees had been donated and planted on the grounds of Hilltop Apartments. Ms. Blair stated that one tree had been donated in honor of former Hilltop Apartments resident Velma Smith, who had recently passed away, and the other had been donated in honor of current Hilltop Apartments resident Ernest Lambright (312), who recently celebrated his 102nd birthday. HARA ReportBetty Blair (205) reported that members of the Hilltop Apartments Residents Association (HARA) were currently working on elections and potlucks, and stated that Hilltop Apartments resident Michael Pulley (315) had recently become involved in HARA as an officer. Accounts Payable Report/BillsBills in the amount of $32,567.01 were presented for payment. Commissioner Eames, supported by Commissioner Field, moved to accept the accounts payable report and pay the bills as presented. The motion carried unanimously. Maintenance Supervisors ReportUnit TurnoversMaintenance Supervisor Paul Piper reported that two units had been turned over since the last meeting, and that one unit turnover was in process. Annual Fire System Inspection and TestMr. Piper reported the successful completion of an annual test of the fire alarm system at Hilltop Apartments. Mr. Piper reported that the firm conducting the tests recommended cleaning the smoke detector heads every five years, and that this service was scheduled for the next annual system test. Annual Apartment InspectionsMr. Piper reported the successful completion of annual UPCS apartment inspections by an inspection firm, as previously discussed. Director Cousino stated that he was unsure whether Hilltop Apartments would be inspected by HUD Contractors working for HUDs Real Estate Assessment Center (REAC). Cycle PaintingMr. Piper reported that nine units were scheduled for cycle painting, according to the Commissions five-year painting schedule, and stated that the painting would occur in the near future. HUD Management ReviewDirector Cousino distributed a letter to the U.S. Department of Fair Housing and Equal Opportunity, discussing compliance with a recent HUD Fair Housing/Management Review. General discussion of the review ensued. Grant ReportsCFP 2004Director Cousino stated that HUD officials had unofficially announced that PHAs could expect CFP 2004 funds, originally slated for release in September, 2003, in August, 2004. Mr. Cousino reported that HUDs failure to release these funds had had a detrimental effect on the Commissions finances, but stated his opinion that the release of funds in August would allow the Commission to return to previous funding reserve levels for a period. Reports of Committees and SubcommitteesThere were no reports from committees or subcommittees. Unfinished BusinessDraft By-Laws Revision Removal for AbsenteeismDirector Cousino stated his intention to meet with the Commissions legal counsel regarding a draft revision to the Commissions By-Laws that would include a clause to remove Commissioners for excessive absenteeism. No further action occurred on this item. New BusinessProposed ACOP ChangesAbolish Federal PreferencesDiscussion was held on the topic of abolishing housing need preferences from the Commissions existing Admissions and Continued Occupancy Policies (ACOP). Following discussion, Commissioners requested that Mr. Cousino and Ms. Loren develop a sample revision to the ACOP for this change and present it at a later date. Director Cousino stated his intention to develop language for this change after close of the Commissions fiscal year, June 30. Applicant Completed ApplicationsDiscussion was held on the topic of changing the Commissions current practice of performing interview-type housing applications to one which could be completed by the applicant. Following discussion, Commissioners expressed support for this change, and requested a report one year following implementation of this change. Director Cousino stated that he did not anticipate completion of an applicant-completed application system until after the close of the Commissions fiscal year, June 30.
