Minutes - Regular Meeting April 03, 2008

Call to Order

The regular monthly meeting of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, April 03, 2008, and was called to order at 12:40 p.m. by President Doty.

Roll Call

Present were:

President Doty, Commissioners Simon and LoPresto.

Absent was:

Vice President Hudson.

Also present was:

Director Alton Cousino, Maintenance Supervisor Mark Rich, Administrative Assistant Tia Spratt, and the following Hilltop Apartments residents: David Knowles (105), Lu Englehart (405), Shelby Taylor (301), Bettie Monroe (206), Marlene Donihue (203), Elsie Stratton (413), Dorothy Cousino (205), Alice Kuhn (309), Ruth Pauken (112), and Altha Webster (214).

Additions to Agenda

Director Cousino requested the addition of HUD Secretary Jackson to the Directors Report.

Minutes - Regular Meeting April 03, 2008

Commissioner LoPresto, supported by Commissioner Simons, moved to accept the minutes of the rescheduled regular meeting held March 06, 2008 as presented.  The motion carried unanimously.

Residents and Visitors with Commission Business

Items Missing

Altha Webser (214), expressed concern for a few items that have came up missing.  She stated that the bingo game was missing, and some clothes have been taken out of the laundry room. Director Cousino stated that if it pleases everyone, certain items can be locked up.  Mr. Cousino reminded the residents that they should not leave the laundry room unattended while using the facility.

Cable/Satellite

Marlene Donihue (203) stated that the cost for cable keeps rising.  She wondered if Hilltop Management has looked into allowing satellite television.  Mr. Cousino stated that he has been researching this issue and will know more in the near future.  

Accounts Payable Report/Bills

Bills in the amount of $23,869.44 were presented for payment.  Commissioner LoPresto supported Commissioner Simons, moved to accept the Accounts Payable Report and pay the bills as presented.

Maintenance Supervisors Report

Maintenance Supervisor Mark Rich presented a written report. Following discussion, Commissioner Hudson moved to accept the Maintenance Supervisors Report as presented.  The motion was supported by Commissioner Simons and carried unanimously.

Commissioner Orientation

Director Cousino finalized travel details for the Commissioners training scheduled for April 8th & 9th.

PCs for Hilltop Apartment Residents

Mr. Cousino presented five quotes for the cost of new computers.  Director Cousino stated that the firewall/router has been moved to the management office. Following discussion Commissioners requested additional quotes from local businesses.

HUD Secretary Resigns

            Director Cousino stated that HUD Secretary Jackson has resigned.

Unfinished Business

Hilltop Apartments Capital Needs List

Mr. Cousino stated that nothing can be decided regarding the Capital Needs List until after the annual inspection.  

Resolution #2008-07 Adopt Monitor Services Contract

Mr. Cousino stated that he has been working with the Hillsdale Housing Commissions attorney regarding a new contract for the Hilltop Apartments Monitor.  Director Cousino presented a sample contract provided by the attorney.  Following review of the sample contract, Commissioners found concerns of liability issues regarding medical assistance during an emergency. Commissioners also requested that the patio door be included in the salting of the walkway.  Mr. Cousino stated he would bring these concerns to the attorney.  

New Business

Application/Grievance Hearing Officer (Grievance Policy)

            Mr. Cousino stated that he had recently served as the hearing officer for another PHA.

Adjournment

Commissioner Simons, supported by Commissioner LoPresto, moved to adjourn.  The motion carried unanimously, and the meeting adjourned at 1:15 p.m.
