Minutes Special Meeting October 23, 2008

Call to Order

A special meeting of the Hillsdale Housing Commission was held in the Community Room of Hilltop Apartments on Thursday, 10/23/2008, and was called to order at 10:35 a.m. by President Hudson-Martin.

Roll Call

Present were:

President Hudson-Martin, Vice President LoPresto and Commissioner Simons.

Absent was:

Commissioner Doty, excused.

Also present was:

Executive Director Alton Cousino and Bee Tree Consulting President Carleen Nelson-Nesvig.

Personnel Issues

President Hudson-Martin requested comments regarding personnel issues.  Director Cousino stated his opinion that Commission members may have exceeded authority as specified in the Commissions By-Laws, Personnel Policies, and Ethics Policies, and requested the formation of an Ethics Review Committee, as specified in the Commissions Ethics Policy.  President Hudson-Martin agreed to the formation of this committee, and Commissioners expressed consent.

Closed Session

President Hudson-Martin asked if Executive Director Alton Cousino requested a closed session in accordance with Paragraphs 15.267(7-8) of Michigans Open Meetings Act (Public Act 267 of 1976).  Mr. Cousino requested the closed session.  Commissioner Simons, supported by Vice President LoPresto, moved to adjourn to closed session.  The motion carried unanimously, and the meeting adjourned to closed session at 10:42 a.m. and readjourned to open session at 12:37 p.m. 

Moved by Vice President LoPresto, supported by Commissioner Simons, to accept a report from Bee Tree Consulting and accept recommendations regarding Executive Director Cousino.  The motion carried unanimously. 

Mr. Cousino requested a closed session. Moved by Commissioner Simons, supported by Vice President LoPresto to adjourn to closed session in accordance with Paragraphs 15.267(7-8) of Michigans Open Meetings Act (Public Act 267 of 1976).    The motion carried unanimously and the meeting adjourned to closed session at 01:18 p.m.  The meeting readjourned to open session at 01:50 p.m.
