Anti-Drug Strategy And Security Policies

I.                   Policies

A.     The possession, use, manufacture, sale or delivery of an illegal controlled substance is a criminal act and is an evictable violation of the lease agreement of all public housing residents of any developments of the Hillsdale Housing Commission.

B.     The Hillsdale Housing Commission has resolved to provide a Drug-Free work place for all employees.

C.     To the extent that the abuse of legal substances causes harm or disruption to the peaceful enjoyment of accommodations of other residents, or poses a potentially harmful situation for an employee, this Commission shall make all reasonable efforts to assist that resident or employee in obtaining treatment to become free of the effects of and dependence on those substances.

D.     The Hillsdale Housing Commission will take a proactive stand on the use of illegal drugs and the abuse of legal drugs and work collaboratively with HUD, social service agencies, and residents to develop preventative education programs and to foster economic opportunities for recreation that will provide for positive experiences as alternatives to involvement in the drug sub-culture.

E.      The Hillsdale Housing Commission will provide evidence of adequate efforts to secure police protection in the public housing community.

F.      The Hillsdale Housing Commission will make every effort to ensure the residents of all developments under their jurisdiction feel safe in their homes.

II.                 Procedures

A.     The Hillsdale Housing Commission has adopted the anti-drug language in the Dwelling Lease signed by each resident, and the procedures outlined in the Dwelling Lease relating to eviction for illegal drug activity, will be enforced.

B.     The Hillsdale Housing Commission will work with HUD and its social service partners to provide effective preventative, legal and illegal, drug education.

C.     The Hillsdale Housing Commission has a list of identified referral sources for drug treatment and has provided residents with information on how to access these services.

D.     The Hillsdale Housing Commission will communicate with the Resident Council or other formal resident groups and allow input concerning applications submitted for grant monies related to the Hillsdale Housing Commission’s Anti-Drug/Security strategies.

E.      The Hillsdale Housing Commission will conduct surveys, on an as-needed basis, to determine if additional security measures should be taken to restore a level of safety to the residents.  (i.e., additional lighting, a keyless entry, fencing, etc.)
