Economic Development/Self Sufficiency Policies

Policies

The Hillsdale Housing Commission recognizes the need for residents within its jurisdiction to have avenues available for economic development and self sufficiency, according to federal regulations dictated by the United States Department of Housing and Urban Development (HUD).

Whereas HUD has mandated the implementation of specific policies in these areas, the Commission will perform an annual survey of its residents to assess the interest in economic development and self sufficiency.

The Hillsdale Housing Commission will encourage the involvement of residents in employment, entrepreneurship and contracting opportunities and shall strive to eliminate barriers limiting these opportunities wherever possible.

The Hillsdale Housing Commission shall provide effective programs in the areas of economic development and self-sufficiency that serve the needs of all residents within its jurisdiction.

The Hillsdale Housing Commission shall provide technical assistance as requested by residents to aid in formation of small resident-owned businesses. Should sufficient evidence of interest be documented, the Commission will explore the feasibility of apprenticeship programs for public housing residents.

Procedures

The Hillsdale Housing Commission shall encourage residents to participate in tutoring programs and learning centers. The Commission will cooperate with local colleges and public and private organizations who wish to provide these services at its own locations.

The Hillsdale Housing Commission will provide information to interested residents about other educational avenues which may be available on-site or in partnership with other institutions.

The Hillsdale Housing Commission will coordinate on-site services for immunizations, dental checkups, child development classes, wellness clinics, nutrition, personal development classes, and financial counseling.

The Hillsdale Housing Commission will, to the greatest extent feasible, facilitate the training and development of resident owned businesses, and contract with these businesses throughout the year.
