Policies The Hillsdale Housing Commission shall demonstrate evidence of ongoing and meaningful resident involvement in Housing Commission planning, policy development and program implementation in all decision-making areas. Examples of decision-making areas include appropriate maintenance, management, modernization, security, and self-sufficiency programs. The Hillsdale Housing Commission shall demonstrate evidence of good faith negotiations with residents interested in forming Resident Councils and/or Resident Management Corporations. The Hillsdale Housing Commission shall demonstrate evidence of efforts to obtain financial resources available from various funding sources to develop and encourage resident participation. II. Procedures The Hillsdale Housing Commission will encourage Resident Organizations to bring their concerns to the Board of Commissioners. Housing Commission staff will attend monthly meetings of the Resident Organizations and will conduct formal discussions on topics relative to decision-making areas, including planning, policy development, and program implementation. Resident participation will be ensured through the dissemination of information to the Resident Council concerning the full range of Commission operations and the timely posting of public notices pertaining to issues of general resident concern, for which the Resident Council will be provided specific detailed information. Technical assistance will be provided by the Commission to foster the development and continuation of Resident Councils and/or Resident Management Corporations. This assistance will include, but is not limited to: clerical help, administrative procedures and practices, copying of a reasonable amount of printed material and any other requests of an organization or administrative nature. The Hillsdale Housing Commission will make residents aware of budget amounts allocated for resident services. Residents will also participate in preparing applications for grants funded under various programs including but not limited to: Drug Elimination, Youth Sports, CIAP, Home Ownership, and Resident Management.
